Clean Energy Economic Analyst Consultant

This position will support the Department of Energy Office of Clean Energy Demonstrations (OCED). OCED is a multi-technology office responsible for overseeing more than $20B of investment in large scale demonstrations in emerging technologies such as clean hydrogen, carbon capture, advanced nuclear reactors, grid-scale energy storage, industrial emissions reductions as well as demonstrations in rural and socioeconomically disadvantaged regions. We are looking for individuals with a range of skills and interest in large-scale clean energy demonstration projects, particularly in renewable systems, carbon capture and removal, hydrogen, and nuclear energy technologies.

This position is a short-term consulting position supporting the Clean Energy Demonstration Program on Current and Former Mine Land.

• OCED requires an assessment of job creation data provided by applicants in response to the CEML FOA, DE-FOA-0003009.
• The contractor will verify the job creation figures using applicant-provided materials and conduct an independent analysis of expected employment effects from the proposed technology and project installation for each application.
• Results will be used to normalize and compare the findings across applications.
• The independent analysis should include, at a minimum, a summary of regional direct, indirect, and induced employment effects related to the proposed technology or project investments, and differentiation between those that are temporary vs. permanent.
• Details should include specific job numbers for the above categories.
• More detailed local vicinity analyses should be provided where data allow.
• Support team should plan to meet weekly with the OCED CB Analyst to track data development, and provide a summary report no later than November 15, 2023 for review and final edits before November 22, 2023.

• Bachelor’s degree in economics, finance, or related field.
• Experience with IMPLAN or RIMS II economic modeling (or similar).
• Ability to evaluate employment effects (direct, indirect, and induced effects) from technology or project investments, and adjust model data for inflation as applicable.
• Ability to provide analysis that differentiates temporary vs permanent jobs created.
